E-mail does not have the statutory grounding, the security, or the carefully considered procedures necessary for court documents.  Because of that, exchanging documents by e-mail has the potential to cause significant case management problems.

The Waupaca County Clerk of Courts provides a record management system for court documents, papers, books and records for all Circuit Courts except the Probate Branch. The Clerk of Courts is organized into many divisions: criminal, traffic, family, small claims, civil, juvenile and paternity. The department provides court staffing; support services for court actions relating to their management for all Circuit Court branches, initiating and maintaining files, maintaining indexes, issuing necessary papers, receipting fines, docketing papers, minutes and orders, servicing the public by phone and counter.

Prospective juror lists are maintained in the Clerk of Courts office. Jurors are regularly summoned by letter for each prospective jury trial in which they are to serve.

The Clerk of Courts office is an acceptance agency for passport applications
