Planning and Zoning Office

The Waupaca County Planning and Zoning Office issues Land Use permits for all structures in Waupaca County (with the exception of the Townships of Dupont, Fremont and Harrison), shoreland permits for all unincorporated areas of the County, as well as all sanitary permits for Waupaca County. The Planning & Zoning Office also enforces a subdivision ordinance which regulates the division of land. This office also undertakes planning activities in five categories: Transportation, Land Use, Natural Resources, Local Assistance, and Economic Development..

The Farmland Preservation Plan Final Draft (see link below).

Shoreland Zoning Revisions. (see link below) These revisions were prompted by changes to the state administrative code NR 115, new case law, and also to address some local issues.  In addition to this a more thorough review than what has been completed in the past has been completed by the state Shoreland Policy Coordinator on the ordinance, those revisions have also been included.

The Planning & Zoning Committee will be holding a Public Hearing on June 18, 2015 at 9:15 a.m.  The Shoreland Zoning Ordinance revisions will be held following five (5) scheduled Public Hearings. We are sending these out early for you to place it on your Town agenda if you feel it necessary. If you have any comments, input or any questions concerning the proposed revisions please do not hesitate to contact our office by Wednesday June 17, 2015 by 4:00 p.m. 

Resource Protection Overlay. In 2010 and 2011 the Townships of Waupaca County went through a comprehensive rezone. At that time some of the properties, which were primarily wetlands, were assigned the zoning district of Resource Protection (RP). Waupaca County has since changed the RP Zoning District to a wetlands overlay.  This has left some parcels without an actual zoning district. On June 18, 2015 at 9:15 a.m. the Planning & Zoning Committee will hold a public hearing in room 1068 of the Waupaca County Courthouse to rezone those areas to be consistent with surrounding areas and their comprehensive plan. See the list below for specific parcels and what they will be rezoned to.

Proposed revisions and revised Tables to the Waupaca County Zoning Ordinance, Chapter 34 for Farmland Preservation certification. The Planning & Zoning Committee will be holding a public hearing on these proposed revisions on Thursday, July 9, 2015 at 10:30 a.m. in Room 1068 at the Waupaca County Courthouse, 811 Harding Street, Waupaca.  You are welcome to attend the public hearing or you can put your comments in writing and forward them to the Planning & Zoning Office by 4:00 p.m., Wednesday, July 8, 2015 and they will be addressed at the public hearing.  After the Planning & Zoning Committee's meeting on July 9th, the Committee will make a recommendation on these proposed revisions to the full County Board for final approval on July 21, 2015.  Find the list of the required proposed revisions and revised Tables to the Waupaca County Zoning Ordinance, Chapter 34 for Farmland Preservation certification in the link below.  For anyone wishing to receive hard copies of these proposed revisions, please contact the Planning & Zoning Office.
