The Waupaca County Clerk of Courts provides a record management system for court documents, papers, books and records for all Circuit Courts except the Probate Branch. The Clerk of Courts is organized into many divisions: criminal, traffic, family, small claims, civil, juvenile and paternity. The department provides court staffing; support services for court actions relating to their management for all Circuit Court branches, initiating and maintaining files, maintaining indexes, issuing necessary papers, receipting fines, docketing papers, minutes and orders, servicing the public by phone and counter. 

Prospective juror lists are maintained in the Clerk of Courts office. Jurors are regularly summoned by letter for each prospective jury trial in which they are to serve.

Circuit Court Judges in Wisconsin are all Trial Court Judges. This means that all civil or criminal actions and proceedings are presided over by a Circuit Court Judge.
